WECU is the West of England Chess Union. You can find a summary of the history of the WECU here.

Devon competes annually in the WECU Championship for the Harold Meek Trophy. The Championship is a Knock Out competition between the counties in the West of England that include: Cornwall, Devon, Dorset, Gloucestershire, Hampshire, Somerset and Wiltshire.

There is also the individual WECU Championship. To win the WECU Championship, you must be the highest-placed eligible player in the Open section of the relevant tournament, such as the Bournemouth Grand Chess Congress. Eligibility is set by the WECU and includes aspects such as residency in the West of England and membership within a WECU-affiliated county. The winner is the player with the highest score who fulfils these criteria, not necessarily the player with the most points overall.
